Trails/Natural Resources Meeting Minutes
4 April 2006
The meeting was called to order at 10:03 a.m. by the new chairman, Mike Porter. Mike introduced himself and stressed that the Trails Assn. is a TEAM effort and everyone who wants to participate is important to our success. We will be using Robert’s Rules so that our meetings will be structured. We are a sub-committee of the Pt. Ludlow Village Council and our meetings should be conducted in the same manner theirs are.
The agenda was approved. Past meeting minutes’ approval was bypassed as they were not readily available for reading. See attached.
Financial Report: Treasurer Jack Manning reported that we have $6751.70 in the Village Council bank account and $42.15 in petty cash. Of that, $2250 is money specifically donated in Grant Sharpe’s memory and earmarked for a memorial for Grant. The last check written was for $133.43 for the dinner served to the Scots Broom Sweepers. Jack is going to ask the Village Council to allow us to have our money in a totally separate checking account, though under their tax number, so that our money does not get confused with other funds.
Trail Stewards: There was no Trail Steward report.
Grant Sharpe Memorial: Marge Carter reported on the Grant Sharpe memorial ideas that have been presented. Mrs. Sharpe would rather not have a sign with his picture on the trail. Grant had often spoken of a “listening place” on the Interpretive Trail and probably a bench and sign will be the most appropriate memorial. Bobbie Collins, who is a steward of the Interpretive Trail, knows where Grant would like the bench to be.
Natural Resources: Dick Ullmann reported that the Scots Broom Sweep, though postponed a week, still drew 34 people to work. Twelve areas to pull had been identified and eleven of those were worked on. Ebb Tide Ct. was the twelfth area. It was suggested that, since that is PLA’s new plat, that they should take care of it. Many of the plants are very large and larger machinery than our hands are necessary to pull them.
Dick also reported that, while we sold the requisite $830 worth of wildlife booklets to repay John L. Scott, we still have about 2000 left. Since they do not go out of date, and would sell for $4000 ultimately, we will continue to try to sell them at various venues.
Dick would also like us to consider adding 25 or so bird houses to the golf course. Five years ago Ken Stahl pre-cut 50 bird houses which were then assembled at the Bay Club workshop. This year only 38 houses were located, 20 with nests.
Bob Lawless suggested WDFW might have some suggestions of projects. Also, perhaps cedars could be planted to shield the Interpretive Trail from the new potential development.
Trail Work: Mike Porter reported that there has been a lot of damage and trees down this winter. Some trails need more chips put down. Timberton needs chips and drainage work. He suggested that the firefighters might help with the drainage problems on several trails.. (No firefighters were present to defend themselves). Roots are a problem on the Lower Rainier Loop and the Interpretive Trail. Several of the asphalt trails are dangerously mossy. The firefighters may be able to help with that as well, using propane flame throwers.
Mike has designated the third Tuesday of each month, April – Sept., as work days. Meet at 8:30 a.m. by the recycling bins. The main purpose of these work parties is safety, FUN, and work.
April 18 General clean up of trails/laying chips
May 16 Interpretive Trail work
June 20 Bay Club trail
July 18 Lower Rainier/Timberton chips
Aug. 15 Timberton chips
Sept. 19 Keel Way trail – railroad ties (this date may be changed due to the hiking club getaway.
Tools and Storage: It was moved, seconded and voted that we spend not more than $300 for a storage shed and lock to keep the tools which the committee owns at the Paradise fire station, just off of Paradise Bay Rd. in Paradise. See attached inventory.
Trail Agreements: County roads, homeowners associations, and trail easements are all in place except for the Greenbelt. We need to get something in writing from the Greenbelt committee. The agreements allow for members, tenants, guests and invitees to use the Port Ludlow Trail System.
Committee Structure: After much discussion, it was moved, seconded and voted that the Steering Committee will officially consist of the officers: Mike Porter, president; Dick Ullmann, vice-president and natural resources; Jack Manning, treasurer, and Soozie Darrow, secretary. However, anyone attending a Natural Resources/Trail Committee Meeting has the right to speak and to vote. See attached Steering Committee.
Budget: A budget has been drawn up for 2006. Mike is hoping to find less expensive mowers and, perhaps, mow fewer times a year. Timberton now only needs about 2 miles mowed due to the logging operations in that area. We are going to try to retain a contingency fund. We will not be getting any money from PLA this year so need to be as penurious as possible. See attached budget.
Trail Maps: Mike has found a way to have these made for $.50 each rather than the current $1. He will try to convince some of the realtors to pay for them.
Trail Usage: Larry MacDuff suggested that we need to decide on what trails bicycles will be allowed. It was reiterated several times that these trails are for members, tenants, guests and invitees.
National Trail Day: National Trail Day is June 3, 2006. We should plan to make this a day when we can show off our trails.
Marge Carter was presented a plaque to thank her for her several years of service to this committee and the community.
The meeting was adjourned at noon.
Next Meeting: May 2 at the fire house at 10:00 a.m.
