Workshop Meeting Minutes

18 September 2007

 

The meeting was convened at 3:00pm. At the Beach Club.   Council members present were Larry Nobles, Don Clark, Adele Govert, Tom McCay, Jack McKay, Dan Meade, Frank Siler and Tony Durham.   Absent members were Vaughn Bradshaw, Bill Browne, Gene Carmody and Allen Panasuk.   There were also three guests in attendance.

 

Discussion items included the following :-

 

1.       Clean Water District    A meeting took place in Port Townsend on 17 September on a proposed plan to         establish a “Clean Water District” in Jefferson County, and apply a tax of $18 per parcel to fund that plan.   More than 100 attendees exceeded the meeting room capacity rendering the conduct of an orderly meeting impossible.   The meeting was rescheduled to Wednesday 26 September at 6:30pm. and relocated to Fort Worden.

 

2.       Funfest   Assessment that Funfest was very successful with 80+ vendors and attendance of 1085 Saturday and more than 500 on Sunday when the weather was less than ideal.

 

3.       Insurance   Existing PLVC liability insurance did not cover Funfest and the Friday Market activities.   Special      insurance for Funfest was finally obtained but was very expensive, - primarily we understand because of the sale of alcohol.   The Council will give serious consideration to discontinuing the sale of alcohol at future Funfest events.

 

4.        Utilities   The PLVC Utilities Committee met this morning.   The Clean Water District proposal and MERU count issues were discussed.   The Council will consider inviting Dept. of Ecology representatives to provide information and an independent assessment of water/sewer capacities and current flow rates.   PSE has begun construction of the new sub-station in Chimacum with an estimated 5 month completion cycle.   As part of that activity the Beaver Valley sub-station will be deactivated for a nominal 4 days in late September or October.   PSE plans to maintain electrical supply to the Port Ludlow area by service from several other area substations but notes that the system will be “fragile” during that 4 day period.

 

5.       Health Facility   Jefferson Health Care (JHC) and Harrison Hospital planners have a meeting scheduled at the Beach Club Monday 24 September at 2:00pm.   PLA is drawing up a lease agreement for use of the former Kitsap Bank pad area in the Village Center.   The PLVC has served as facilitator by bringing PLA, JHC and Harrison Hospital together on this possible addition to village amenities.

 

6.       Annual Meeting   The PLVC AGM will take place as scheduled on 4 October at the Beach Club.   Because several current and candidate Council Members are will not be available, election of new Council officers will likely be moved to 1 November at 2:00pm. ( to be confirmed).

 

7.       Bus Shelters   Option to up-grade new bus shelters (at community expense) at Village Center awaiting recommendation from resident (former architect) Marti Stuart.

 

8.       Holiday Lights   Outlets on new street lights at Village Center could be used.

 

9.       Signs   Reported that there are county, real estate and perhaps other sign ordinances (size, lighting, positioning, etc.) that are being violated at several locations.   Action to be determined, but might begin by drawing violator attention to those ordinances.

 

10.   Committees   Briefly discussed need for 3 new PLVC Committees to focus on :-

a.       Environment

b.       Business development (particularly Village Center)

c.        Long range planning 

 

The meeting adjourned at 4:50pm.
