Port Ludlow Natural Resources/Trail Committee Minutes

The meeting was called to order at 9:04 a.m. with Larry Scott presiding.

            Attached is a list of those in attendance.

 

The agenda was approved as written, as were the minutes of the last meeting of 07 November 2006.

 

Sub-Committee Reports:

            Financial Report: CFO Jack Manning presented three reports (attached).

            2007 Budget:  Income and expense forecast to be $4,000, a break-even budget.

 

            Year-end balances and recap of 2006 expenses:

            The excess of revenue received versus expenditures is being held in the Trail      funds as a contingency for major future projects

            Detailed listing of 2006 expense transactions in the Trails Checking account:

 

The Grant Sharpe Fund was discussed.  These funds are designated for creating the memorial and for improvements and maintenance to the Interpretive Trail.  Jack Manning will review 2006 expenditures to determine how much should be charged to the Grant Sharpe Memorial Fund. He will then discuss with PLVC Treasurer, Lanni McCary, so that adjustments to the accounts can be made.

Jack reported that he has received $1,000 from LMC for their 2007 donation.  It was moved and seconded that this check be deposited in the Trails/NRC checking account.

Janet Hanz reported and turned over donations received of $5.03 for Trail Maps.

            Stewards:  Doris Monti commended Larry Scott for all the recent work he has done and coordinated in keeping our trails maintained in light of our unusual winter storms.

Doris circulated the current list of trail stewards.  All will be added to the Trails/NRC e-mail roster.

Doris will be enjoying southern travels for the next 2 months, so Larry will be the contact for any situations during this time.

            Natural Resources:  Dick Ullmann provided updates.

                        Bird Houses – 18 new ones have been built.  He will coordinate placing them in appropriate places such as Interpretive Trail, golf course and other trail locations.  There will be a clean-up of existing animal/bird homes in late January or early February.  The purple martin condominiums are also in need of repair due to wind causing some to disappear.

                        Natural Resources Brochure/Book – Dick still has an inventory and would like all to come up with new ways to promote the sale of these fine books.

                        Noxious Weed Day – April 11.  This will be the sixth annual clean-up.  Work will be from 1 – 4 pm with an after celebration party.  Dick will see that there are articles in The Voice.   Also, there will be poster and sign-up sheets at both clubs.  Dick will develop a list of priority areas for clean-up.  Adele Govert has arranged to borrow 4 weed wrenches from the county.  Additional help is needed for cooking, serving, etc. 

            Grant Sharpe Memorial:  Marge Carter reported that the ad hoc committee had met.  Additional interpretive signs are ready for installation and the committee has determined where they should be placed. It was noted that the supplier of the posts, Mobile Logic, may not want to build any additional posts.  At present we appear to have enough to place the new signs.  The committee will review to determine the best way to seal the signs form moisture and determine how best to fix the damaged sign.  There will be a small plaque in the listening area honoring Grant Sharpe.  The benches that were vandalized have all been replaced. 

 

Trails Status:  The status of the trails was reviewed.  The following are the significant comments. 

            Interpretive – PLA has agreed to have the entrance be east of their offices.  The plan is to add a sign and plant wildflowers.  Signage at the RV Park and Paradise Bay Road access point will be reviewed since it may confuse people not familiar with the Interpretive Trail.  There is a potential problem with a large tree that could fall on the bridge.  It was suggested that the sign/kiosk in the village parking lot have “Port Ludlow Trails” added in big letters on the upper beam.

            Timberton Loop – Dean Morgan was given the authority to change the sign to indicate a length of 4.5 miles. (Much discussion on the exact length, but by fiat the length will now be designated as 4.5 miles.)  The lower portion of the trail (1-12) has a drainage concern because of a beaver dam.  We will explore the possibility of taking advantage of this and altering the trail to make a “beaver dam loop”.  The upper portion (12-21) is currently very muddy because of work Pope is doing on the logging roads.  Also, it has been requested by Timberton Village homeowners that the bark chips at the top end of the trail be removed by spreading on the trail.

            Marge Carter will set up a meeting with Pope to discuss the long range status of their portion of the loop.  Another point of discussion will be the hunters that have occasionally been seen on the trail during hunting season.

            Around the Bay Trail – Steve Holmes did work on section 20-25 in cleaning downed trees from storm damage.  Some of the Bayview Village people were confused about the clean-up efforts.  Also, some chips may be needed to lessen the muddy parts.  Dean Rosenthal cut back roots and repaired damage at marker 15 caused by downed tree roots uplifting the trail.

            Bridges - The bridges above Ludlow Cove could use some non-skid.

            Ludlow Cove (Picnic Point) – This is not an officially maintained trail as yet.  Larry Nobles suggested that we hold off any maintenance work until the Ebb Tide homeowner association is functional and until the “Trendwest” issues are resolved.

            Rainier – lower portion.  Jack Riggen continues to have a Wednesday work party.  There is a drainage issue in the mid portion of the trail.  It is suggested that we contact the drainage district people for assistance in determining the best way to solve the situation.  Also, the bridge was damaged by another of those aggressive trees and needs repair.

            Olympic Trail – This is still being developed.  PLA has agreed to provide a loop back to the Golf Club House with a crossing between holes 7 & 8 on Timber.  Most of the trail is free of mud and water.  The one exception is the area between the Timberton Spur and “road 9”.

            All walkers that meet at Niblicks are reminded to park at the far end of the parking lot near the maintenance shed.

            Beaches – Larry Nobles suggested that any work in this area be held until the final results of the PLA Marina/Resort project are available.

 

Priorities – After some discussion the following is the priority list of trail projects.

            Recovery from storms.

            Non-skid on bridges and steps and repair of Rainier bridge.  Larry Scott was given authority to determine best non-skid and proceed after consulting with people from the golf course and possibly the parks (national, state or county).

            Complete Interpretive Trail (Grant Sharpe Memorial).

            Timberton Loop - water and beaver dam project

            Rainier Loop, lower – address water issues

            Olympic Trail – continue working with PLA on the development.

            Mowing/grass control.  It was reiterated that we have approved spending up to $1,500 for hiring maintenance people.  Larry would like to try a method of “dragging" the trails to provide some control.

 

Old Business:

            Adele Govert will ask again that the Mission Statement that was approved by the committee in August 2006 be reviewed and approved by PLVC.

            Trail agreements – PLVC currently has a committee reviewing all insurance issues.

 

Next Meeting:  February 6, 9 am at the Beach Club. 

Future meetings will alternate between the two clubs.
