Port Ludlow Trails & Natural Resources Committee Meeting

4 November 2008

 

Attendees: Bobbie Collins, Soozie Darrow, Tom Kingston, Jack Manning, Dean Morgan, Kathy Muir, Barbara Nobles, Larry Nobles, Val Pilmer, Larry Scott, Steve Shanklin, Dick Ullmann, Chris Whitehurst and Dale Wills.

 

The meeting was called to order at 9:00 a.m. by Chairman Larry Scott.

The agenda for the day and the minutes of the 7 Oct. meeting were approved.

 

Sub-committee Reports:

            Finance: Jack Manning reported no change in the finances from 30 Sept. The balance remains $1336.83, with $7604.70 in the reserves. However, a bill for the new weed wrenches of $355.92 was presented for payment. Also, we discussed/voted to accept several other potential expenses for the end of the year, i.e. the balance for the 500 maps (<$200), doggie bag dispenser for the Niblicks Loop (~$125), 2 trail map dispensers (~$40), updating 2-sided Timberton Loop/Niblicks Loop maps (~$200). This will leave very little carryover to add to the reserves.

            A meeting of the Board to plan the 2009 budget will be held soon.

            Maps: Jack Manning planned to take the proofs of the Port Ludlow Trails maps to the printer today. Dean Morgan is chairing revising the Timberton/Niblicks map. Soozie Darrow showed the committee the new individual Niblicks Loop directions that she took t he liberty of creating for distribution in the two clubs.

            Natural Resources: Dick Ullmann discussed his tentative NRC plans for 2009. These would include care of the bird houses, major clean-up of the native garden at the Interpretive Trail entrance and the 8th Scots Broom Sweep. All of these will require workers and funding (~$750). There are still many P.L.Nature brochures available. It was suggested that the Chamber of Commerce or realtors may be willing to buy some.

            Stewards: There was no report. However, it was noted that we have a new steward, Greg Lucas, who will be helping with the Niblicks Loop.

 

Trail Status:

            Interpretive Trail: Bobbie Collins reported that all is well there. We do need some kind of deterrent for the use of the trail between the two stairs. She also suggested that future benches be higher off the ground for easier use.

            Timberton Loop: Tom Kingston reported that Pope is preparing the road near rock #12 and the bench for harvesting operations north of there. Larry Nobles suggested that we get Pope’s timetable for logging in the future for reference. There has been some logging for opening up the golf course near the trailhead parking lot.

            ABT 5-8: Elizabeth Van Zonneveld wrote to ask the Committee to help rectify the moving of the cement blocks on Oak Bay Rd. over the creek. (This is an alternate route for the ABT.) News Flash - The end pieces have now been removed so pedestrians can walk behind them rather than too near the road.

            ABT 8-15: Janet Force called to report a downed rotten alder near post #10. There are a lot of branches that need to be removed.

Peter Joseph and crew from the Chamber of Commerce have been pulling Scots Broom from the hill across from Kitsap Bank as a community project.

 

            Ludlow Cove: This trail is in very bad shape and needs lots of brush removal. Larry is willing to leave his trailer down there for work groups to fill. PLA has given us permission to use their landscaping debris dump area. There is a weed wrench and McCleod at the Darrow’s, a McCleod at Gustin’s, and Larry Scott will leave the others with another Board member.

 

Old Business:

            The new weed wrenches have been received.

            No one has stepped forward to take care of the Trails Kiosk at the village. Soozie Darrow reported that she had cleaned the glass, added Niblicks Loop and changed the display to autumn colors. She has agreed to take care of the kiosk until someone else volunteers to do so. 

 

New Business:

            No one from the equestrian group came to present their request to use Timberton Loop. Val Pilmer, president of the Timberton Village Homeowners Assoc., delivered a letter of opposition the equestrian use of the trail.

            Larry Nobles informed us that the shoreline permit for the Resort area development has been issued. There is a 21 day appeal period. If there is no appeal, PLA has 2 years in which to start building and 10 years for build-out. Trails are specifically mentioned in the permit as conditions so Larry suggested that we keep informed on this.

 

Goals and Priorities:

·        Develop the ABT across from Kitsap Bank.

·        Clean up Ludlow Cove trail.

·        Chip and fix drainage on Lower Rainier Loop.

 

The meeting was adjourned at 10:30 a.m.

 

It was decided not to have a December meeting. Therefore, the next meeting will be at the Bay Club on 6 January, 2009 at 9:00 a.m.
